Call for Artists: City of Pueblo and CDOT

The City of Pueblo and the Colorado Department of Transportation is seeking a creative team made up of artists, engineers, landscape architect and/or planners with expertise in creating integrated, outdoor public art and bridge monuments that are durable and can withstand the Southern Colorado’s extreme climate conditions. Integrated art and features which enhance the existing bridge system elements, rather than creating a stand alone art piece.

Art opportunities may include the following:

• Vertical Monuments: (4) Vertical freestanding features at a minimum height of 25 feet that reflect the community’s identity will be fastened to the existing concrete monument bases on each of four corners of the 4th Street Bridge. The team must include a professional structural engineer licensed in the State of Colorado.

• Pier Medallions: Paint/stain and inlaid materials/tiles and similar systems may be used to enhance the existing form liner design on the bridge piers.

• Pedestrian Walkways: Paint/stain and inlaid/tiles and similar systems may be used to enhance the walls and surfaces of the pedestrian walkways on each side and at selected locations (light pole bases, gateways, overlooks, plazas and monument bases)

All or only one art opportunity may be selected based on budget. Indicating a specific opportunity preference will not impact short list selection decisions.

Commissioning:

The City of Pueblo may commission up to three (3) teams to work on the project. The Art Selection Committee composed of art professionals, project stakeholders and Downtown business owners will establish a qualified shortlist of 5 to 10 teams from respondents to this Call For Entry/RFQ and may be invited to interview to participate in a stipend-compensated Request for Proposal (RFP) process. The Selection committee will recommend the candidate(s) to the Pueblo City Council for award.


Team Prerequisites:

o More than one exterior installed works for a public sector client.
o Proven involvement in a public project process.
o Ability to design and fabricate, or coordinate fabrication of, art or monuments for installation.
o Able to attend meetings in the City of Pueblo.
o Able to participate with the design team to develop concepts through final design.
o Experience in engaging the community.

Selection Criteria:

o Artistic Statement
o Appropriateness of the art medium and previous professional experience as it relates to the bridge structure and opportunities in this project.
o Durability & ability to withstand use and climate extremes.
o Maintenance regime (including anti-vandalism approach).
o Response to knowledge of local culture, heritage, history and identity.
o Resume/References with similar work and satisfaction of previous installed public art works.

o Preliminary Art Design/Public Meeting: June 20, 2012
o Final Art Design, Production, Installation: July to December 2012

Eligibility:

Open to professionals and practicing artists with previous similar art experience and reside in the State of Colorado. Statement that the applicant nor any immediate family members of the applicant are employed by or affiliated with organizations represented on the Selection Committee, including but not limited to the City of Pueblo or the Colorado Department of Transportation. Entries not meeting these eligibility guidelines and application questions may be withdrawn from consideration.
